本片描寫的是羅馬帝國逐步走向滅亡的過程。羅馬皇帝卡斯奧里路（安東尼·奎爾飾），晚年時決定將王位傳給賢臣利比亞斯（斯蒂芬·博伊德飾），而不是傳給王子康莫德斯（亞力克·吉尼斯飾），因而被毒死。利比亞斯並沒有作羅馬的皇帝，而是輔佐自己的好友康莫德斯登上皇位，但卻引來皇帝的忌恨，於是派他去守邊疆。新皇帝登位，治國無術，殘暴不仁，因為增稅問題引起各聯邦群的反抗，而帶頭的正是姐姐露西拉公主。新皇帝派遣利比亞斯去徵討，利比亞斯面對著愛人，卻依舊選擇了忠君。但是皇帝卻抓住了他與公主，準備燒死他們。利比亞斯最後終於殺死了這個昏君，帶著公主遠離皇室而去。自此，羅馬帝國逐漸走向滅亡。
